Capacity Building Advisor

Location: Dar es Salaam, Tanzania

Summary: Columbia University's International Center for AIDS Care and Treatment Programs (ICAP) in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar. This program is part of a broader US Government HIV/AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives.
Description:

OVERALL CORE RESPONSIBILITY:

The person will work closely with ICAP Senior Management Team to implement the ICAP TZ transition strategy. This will include assessment and evaluation of capacity of the indigenous partners currently working with ICAP Tanzania - in particular government and other indigenous NGO or CBO partners, to design and implement strategies to strengthen their program in financial and administrative management capacities. The objective is to position local partners to operate as sustainable organizations with capacity to directly implement HIV care and treatment programs.

SPECIFIC RESPONSIBILITIES:

* Work with ICAP Senior Management Team to conduct assessments of partner organizations to determine their organizational development needs,
* Develop and implement a capacity building work plan to increase partner organizational effectiveness based on the needs assessment,
* Conduct formal and hands-on trainings and skills building exercises for partner organizations and their staff in coordination with the Senior Management Team,
* Develop methodologies to improve knowledge sharing and learning between ICAP and its partners
* Facilitate alignment of ICAP's capacity building strategy with current program areas
* Develop and apply benchmarks for systematically monitoring and evaluating partner capacity development activities
* Work closely with ICAP legal counsel to coordinate the registration of local NGO
* Oversee implementation transition activities as per transition work plan
* Report routinely on progress against established benchmarks
* Liaise with ICAP-NY on transition-related activities
* Review and evaluate the appropriateness of strategies against established benchmarks
* Perform any other duties as may be required

Requirements:

ESSENTIAL QUALIFICATIONS:


* Masters Degree in Public Health, Organizational Development, or MPA in Health Management from a reputable academic institution
* Broad understanding of HIV / AIDS programming-as standalone efforts and as. they interface with capacity building programs

SKILLS AND KNOWLEDGE REQUIRED:

* Advanced understanding of capacity building approaches, best practices and lessons learned in the field of HIV/AIDS,
* Knowledge of Tanzania health systems strengthening approaches and best practices
* Higher level of organizational development and management skills in public health
* Knowledge of capacity building strategies with regard to NGOs and in particular international public health arena
* Ability to demonstrate global leadership in the field of Capacity Building required. Published author in the field of Capacity Building desirable
* Excellent written and verbal communication skills in English and Kiswahili,
* Strong analytical, supervisory, and management skills

PREFERRED WORKING EXPERIENCE:

* Minimum 10 years relevant experience, preferably with an international organization
* Minimum 3 years relevant experience in managing USAID/CDC funded projects
* Experience working closely with Local Government (districts) in Tanzania
* Experience carrying out interactive training workshops with various levels of partners including government and non-governmental partners
* Experience living, working and/or traveling overseas desirable
